3.4 Knife hardness test. The slicing knives shall be tested to determine compliance with 2.2. The sample unit shall be one knife. The inspection lot shall be all the knives submitted for inspection at one time. Five bread slicing machines shall be examined. The hardness of the slicing knives shall be determined within 1/8 inch of the cutting edge in accordance with ASTM E 18. Three hardness determinations shall be made on each sample unit with an average of the three determinations shall be recorded. Any sample unit with an average hardness not falling within the range specified in 2.2 shall cause rejection of the lot.
3.5 UL. Acceptable evidence of meeting the applicable requirements of UL 73 shall be the UL listing mark, or certified test report from a recognized independent testing laboratory, acceptable to the Government, indicating that the fryers offered conform to the applicable requirements of UL 73.
3.6 In accordance with Section 23.403 of the Federal Acquisition Regulations, the Government’s policy is to acquire items composed of the highest percentage of recovered materials practicable, consistent with maintaining a satisfactory level of competition without adversely affecting performance requirements or exposing the supplier’s employees
